fuel compensation. A new fuel allowance has been revealed, a type of fuel bonus paid from October that will replace the 18-cent rebate. Who will care, what is the maximum amount and payment terms? We are evaluating.
[Mis à jour le 11 juillet 2022 à 11h37] The fuel allowance is an integral part of the purchasing power bill that the government unveiled in early July. On Monday, July 11, Bruno Le Maire, Minister of Economy, gave new details about this device. If lower categories are targeted, Bruno Le Maire has taken for example the “couple who earn 3,600 euros per month and have two children” as the future beneficiary of this fuel bonus.
“SMS and emails will be sent to those who are entitled to them,” he said in an interview with LCI. Then he added, “We must help the working middle classes. I will be aware that the middle classes can continue to work.” If the text promises bitter debates in the National Assembly from mid-July, this type of fuel bonus will undoubtedly be one of the central points of this project aimed at counteracting or at least limiting the effects of inflation.
After presenting the outlines last Thursday on the sidelines of the Cabinet, Bruno Le Maire has since detailed the terms of this new system. Thus, the fuel allowance will be able to provide up to 300 euros “bonus” to the beneficiaries. Be warned, not all French are far from impressed. Unlike the 18 cents a liter rebate in effect since April 1 for all motorists, the fuel allowance scheme will target families who use their cars to get to their workplace and whose income is below a certain cap. Thus only active people will be able to get it, which has led the government to call this assistance “workers’ fuel allowance”. This type of fuel bonus will range from €100 to €200, with an increase of 50% for larger reels, which will allow some recipients to get €300.
How much will the new fuel allowance be?
The features of this new device are still unclear. On Monday 4 July, Percy’s representative was questioned by Le Parisien newspaper, and called out a “one-shot” payment, with “a fixed amount for everyone, whether one is 5km or 30km a day to go to work, and on top of the top riders who have done more than 12,000 km per year. On Thursday, 7 July, the presentation of the law to the Council of Ministers and the subsequent statements made it possible to learn more about this law. The government depends on several amounts depending on the income:
- €200 for people whose reference tax income (the RFR can be found on your tax return) is less than €9,400,
- €100 for those whose tax reference income is between €9,400 and €14,100.
- Heavy pulleys can be increased if the workplace is “particularly far” from home. This increase for senior riders will be 50%.
Who will benefit from the fuel allowance?
Bruno Le Maire admits that the government’s choice is “political”, to target people who work and drive to work. Bruno Le Maire did not mention resource conditions on the morning of July 7 on the Europe 1 antenna, but the system still had to include income criteria, based on household reference tax income (see above in the section on the amount). In response to a question by Le Parisien on July 4, a Bercy official referred to a number “11 million families” concerned, close to 12 million, were finally confirmed Thursday, July 7th, during the presentation of the draft law to the Council of Ministers. This number is based on the maximum taxable reference income for benefiting from the assistance. The bill targets families in the 1-5 decimal places of reference tax income, that is, up to €14,100 of reference tax income (RFR per share). To check your eligibility, you will therefore have to check the reference tax income available on your last tax return.
What is the due date for paying the fuel allowance?
Bruno Le Maire had mentioned Thursday morning the date October 1, 2022 As soon as possible for this device to enter into force. “From October 1, in any case, this is our proposal, we are putting this fuel allowance for workers,” the Minister of Economy explained. The goal is to gradually replace this device with a discount of 18 cents valid since April 1, which Bruno Le Maire considers “emergency” aid, “huge” but should now make way “for a more targeted device. This discount on fuel of 18 is set to disappear A cent for everyone by the end of 2022, then gradually rises to 12 cents in October, and 6 cents in November before disappearing completely as of December 2022.
In contrast to the 18-cent fuel discount that was automatically taken into account at the pump, the concerned motorists will have to apply this time to take advantage of this new assistance. “You log on to the site, you declare that you have a car, you use it to go to work and you receive this help […]. The goal is very simple, and it is to cover almost all fuel costs.” If the Minister of Economy does not provide further details of the device, we imagine that you will have to enter your home and workplace address to get an estimate of mileage in a professional context and for appropriate assistance, as caregivers will take care The self-employed and itinerant workers.
Bonus on fuel allowance for big reels?
“If you are a heavy roller, you will receive additional compensation,” Bruno Le Maire explained on July 7, 2022 at Microphone Europe. Heavy reels in a professional environment will be particularly affected by this new fuel compensation system. The increase may reach 50%, according to the draft submitted today, Thursday, to the Council of Ministers. At most, the fuel allowance will be up to 300 euros (200 euros + 50% increase). Through the “big runners”, the government intends to target those who live more than 30 kilometers from their place of work as well as those who travel more than 12,000 kilometers annually in the professional context.
